Mormugao Port Authority Signs 25 MoUs Worth ₹6,160 Crore at India Maritime Week

In a major step toward positioning Goa as a global maritime hub, the Mormugao Port Authority (MPA) has signed 25 Memorandums of Understanding (MoUs) during the ongoing India Maritime Week in Mumbai, outlining a massive investment pipeline of ₹6,160 crore. The agreements aim to strengthen port infrastructure, promote sustainable maritime trade, and accelerate Goa’s transition into a green and export-driven coastal economy.

A ₹3,500 Crore LNG Terminal to Boost Energy Infrastructure

Among the landmark agreements, MPA and Atlantic & Pacific LNG have joined hands to develop, construct, and operate LNG and LPG terminals at Vasco, representing a significant ₹3,500 crore ($400 million) investment. The project is expected to be commissioned by 2027, marking a milestone in India’s push for cleaner energy infrastructure and diversifying Goa’s port operations.

Reviving Goa’s Waterways with ₹200 Crore from IWAI

In a parallel announcement, the Inland Waterways Authority of India (IWAI) has allocated ₹200 crore for the development of Goa’s waterways. This initiative aims to modernise ferry terminals, jetties, and river navigation systems, enhancing mobility, tourism, and trade. Chief Minister Pramod Sawant stated that the impact of these investments will soon be visible across Goa’s waterways, contributing to economic dynamism and improving the coastal transport network.

Goa’s Shipbuilding Vision 2037: Towards a Green Maritime Future

Speaking at the inaugural session, Chief Minister Sawant highlighted the state’s Shipbuilding Vision 2037, which envisions Goa as a green, smart, and export-oriented maritime hub. A new comprehensive shipbuilding policy is set to follow, focusing on eco-friendly coastal shipping, cruise tourism, logistics, renewable energy, and skilling youth for emerging maritime careers.

Strengthening Port-Led Industrial Growth

Sawant emphasized the government’s commitment to port-led industrial growth while maintaining a balance between economic development and ocean health. He reiterated Goa’s alignment with the UN Sustainable Development Goals, pledging to advance the circular economy, clean energy adoption, and the responsible use of marine resources.

Expanding Connectivity: Mumbai–Goa Ro-Ro Ferry in the Pipeline

To further boost interstate connectivity, port authorities are exploring the Mumbai–Goa Ro-Ro ferry service, designed to reduce road congestion and improve passenger and cargo movement efficiency. This development aligns with India’s broader vision of promoting cost-effective and sustainable coastal shipping.

Establishment of the Goa Maritime Board

Goa Ports Minister Digambar Kamat confirmed that the process to set up the Goa Maritime Board is already underway. The board will oversee and streamline maritime operations, ensuring cohesive planning and governance for the state’s expanding maritime sector.

A New Era for Goa’s Maritime Economy

The signing of these 25 MoUs marks a pivotal moment for Goa’s maritime journey. With strategic investments in LNG infrastructure, waterways, and green shipping, Goa is on course to become a model maritime state   combining economic growth, environmental sustainability, and global competitiveness.
