Goa clears warehousing incentives scheme to boost logistics sector

The Goa cabinet has approved the State Logistics and Warehousing Incentives Scheme, 2025, a forward-looking initiative designed to strengthen the state’s logistics ecosystem and position Goa as a leading logistics hub. The scheme is set to enhance industrial operations, reduce transport costs, and ensure faster delivery of goods, thereby creating a more efficient supply chain environment.

Key Highlights of the Scheme

The scheme, valid for three years, offers a comprehensive package of fiscal incentives aimed at encouraging private sector participation and infrastructure development. Major incentives include:

• Skill Development Subsidy: ₹5,000 per Goan worker, capped at 1,000 workers per year, to promote local talent and capacity building.
  
  

• Capital Investment Support: 10–15% reimbursement of eligible fixed capital investment, with a ceiling of ₹50 lakh per unit, to reduce financial burden on new projects.
  
  

• Interest Subsidy: 50% subsidy on interest for 3–5 years, capped at ₹25 lakh annually, ensuring financial stability for logistics operators.
  
  

Employment-linked Benefits

The scheme places strong emphasis on local employment generation:

• Units with at least 60% Goan employment qualify for full benefits.
  
  

• Units employing 40–60% Goans are eligible for partial benefits.
  
  

This structure not only boosts industrial growth but also ensures inclusive development by prioritizing Goan workforce participation.

The initiative builds on the Goa Logistics and Warehousing Policy, 2023, and is closely aligned with PM GatiShakti and the National Logistics Policy. Drafted after extensive stakeholder consultations and departmental reviews, the scheme aims to:
