In a significant move to boost manufacturing and job creation, the Union Cabinet has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a large-scale industrial parks scheme with an outlay of ₹33,660 crore. Announcing the decision, Ashwini Vaishnaw stated that the initiative aims to develop 100 industrial parks with plug-and-play infrastructure, enabling faster transition from investment intent to production. The ambitious programme is expected to generate around 15 lakh direct jobs while strengthening India’s position as a global manufacturing hub. 🚀

Plug-and-Play Manufacturing Ecosystems ⚙️

The BHAVYA scheme focuses on creating ready-to-use industrial ecosystems where companies can start operations with minimal delays. According to the government, these parks will allow industries to move from intent to production with speed and certainty. Industrial parks ranging from 100 to 1,000 acres will receive financial support of up to ₹1 crore per acre.

Each park will include essential infrastructure such as internal roads, underground utilities, drainage systems, and common treatment facilities. Additionally, ICT-enabled administrative systems will be introduced to streamline operations. Value-added infrastructure like ready-built factory sheds, built-to-suit units, testing laboratories, warehousing facilities, and worker housing will also be part of the development. 🏗️

Built on Industrial Corridor Model 📦

The scheme builds on the success of industrial smart cities developed under the National Industrial Corridor Development Programme. BHAVYA will be implemented through partnerships between central and state governments along with private sector participation. Projects will be selected through a competitive “challenge mode” to ensure only investment-ready and high-quality proposals are approved.

Logistics Integration and Ease of Doing Business 🚛

Aligned with the PM GatiShakti framework, the industrial parks will ensure seamless multimodal connectivity. This integration is expected to enhance logistics efficiency and reduce operational costs for manufacturers. The scheme also aims to improve ease of doing business through streamlined approvals and single-window clearance systems. Sustainable practices such as green energy adoption and environmentally responsible infrastructure will also be promoted. 🌱

Implementation and Scale 📊

The programme will be spearheaded by the National Industrial Corridor Development Corporation (NICDC), which is currently overseeing 20 industrial corridor projects across 13 states. With its large scale and integrated approach, BHAVYA is expected to strengthen domestic supply chains, attract global investments, and accelerate India’s industrial growth trajectory.

By combining infrastructure development, logistics connectivity, and policy support, the BHAVYA scheme represents a major step toward making India a global manufacturing powerhouse. 💼✨
