Singapore Charts a Greener Course: MPA's LNG Bunkering Expansion Initiative

In a decisive move towards sustainable maritime operations, the Maritime and Port Authority of Singapore (MPA) has launched an Expression of Interest (EOI) to enhance its liquefied natural gas (LNG) bunkering capabilities. This initiative seeks to gather innovative proposals aimed at scaling up sea-based LNG reloading, integrating alternative fuels like e-methane and bio-methane, and developing advanced floating platform concepts to bolster safety and efficiency in bunkering operations. ​


A Surge in LNG Bunkering Demand

Singapore's commitment to cleaner marine fuels is evident in its rapid adoption of LNG bunkering. Deliveries have soared from 16,000 tonnes in 2022 to over 385,000 tonnes between January and October 2024. This significant uptick underscores the port's pivotal role in the global transition towards greener shipping solutions.


Key Objectives of the EOI

The MPA's EOI focuses on three strategic areas:​

Scaling Up Sea-Based LNG Reloading: Exploring ship-to-bunker barge operations to complement existing onshore facilities.

  1. Integrating Alternative Fuels: Facilitating the supply of LNG alternatives, such as liquefied bio-methane, to diversify fuel options

  2. Developing Floating Platform Concepts: Enhancing bunkering safety and efficiency through innovative platform designs.​

Proposals are expected to address methane slip mitigation on a well-to-wake basis, ensuring comprehensive environmental considerations.


Inclusive Participation and Future Outlook

Notably, the EOI is open to all interested parties, regardless of existing LNG bunkering licenses. Selected participants will conduct trials in Singapore to validate the operational feasibility and safety of their proposed solutions. Insights from these trials will inform the MPA's review of the LNG licensing framework, aiming to enhance supply and better serve the industry's evolving needs. As the maritime industry continues to evolve, Singapore's proactive approach positions it as a leader in sustainable shipping practices. The MPA's initiative not only addresses current demands but also anticipates future challenges, ensuring the port remains at the forefront of green maritime innovation.
