Odisha sets goal of 15 fully functional airports by 2047

Odisha is preparing for a major transformation in its aviation landscape with an ambitious vision for 2047 India’s 100th year of independence. According to senior officials, the state government has set a target to operationalise at least 15 fully functional airports by 2047, marking a significant step toward boosting regional connectivity, tourism, trade, and economic growth.

This vision was a key focus of the 4th Meeting of the High Power Committee on Aviation, chaired by Chief Secretary Manoj Ahuja. The meeting held on Saturday reviewed ongoing initiatives and mapped out strategies aligned with the broader Vision of Vikshit Odisha 2036–47. With Odisha also set to celebrate 100 years of its formation in 2036, the state is speeding up efforts to strengthen its aviation ecosystem.

Strengthening the Aviation Infrastructure

Odisha currently has 19 airports or airstrips, of which 12 are owned by the state. However, only five civilian airports are operational   Bhubaneswar, Jharsuguda, Jeypore, Utkela, and Rourkela. Bhubaneswar remains the only international airport, offering direct connectivity to destinations like Dubai, Singapore, and Bangkok.

To expand international access, the state is taking firm steps toward the development of a second international airport at Puri. The proposed greenfield airport is expected to feature specialised zones for aviation, logistics, and other allied services. The progress and planning for this major project, along with the development of other airports and airstrips across Odisha, were reviewed in detail during the committee meeting.

Driving Economic Growth Through Aviation

Odisha’s aviation expansion is not merely about connectivity it is a strategic economic move. The government aims to generate ₹5,000 crore in annual revenue from aviation-related services by 2047. This revenue growth is expected to be fueled by increased air traffic, enhanced cargo operations, and the development of aviation-linked industries.

A crucial part of this strategy is the inclusion of aviation manufacturing and Maintenance, Repair & Overhaul (MRO) facilities as a thrust sector under the Industrial Policy Resolution. This would strengthen the aviation value chain and attract new industries, investors, and business opportunities to the state.

Building Talent Through Flight Training Organisations

Recognising the fast-growing opportunities in India’s aviation sector, Odisha plans to introduce a dedicated policy to promote Flight Training Organisations (FTOs). The operationalisation of the aviation centre at Dhenkanal was reviewed, with the goal of developing it into a hub for flight training, skill development, and capacity building.

Creating a strong talent pool will be essential for supporting new airports, increasing air traffic, and fostering aviation-related industries within the state.

A Comprehensive State Aviation Policy on the Horizon

The committee highlighted the need for a comprehensive state aviation policy to streamline regulatory processes, attract private investment, and ensure uniform and sustainable growth across the sector. This policy framework will serve as a guiding blueprint to coordinate departments, accelerate project execution, and promote long-term development.

Chief Secretary Manoj Ahuja emphasised the importance of inter-departmental coordination, timely implementation, and proactive planning. These measures are expected to position Odisha as a leading aviation hub in eastern India opening new opportunities in tourism, trade, logistics, and industrial investment.
